Francis Joseph Badeley claim in unavoidable detention in UK.

This question of officials on leave and detained owing to shortage of shipping has been raised at intervals when we have said that in such cases income tax was not being claimed in Chapter... but I cannot find any record of a case in which the I.R. authorities agreed to desist from claiming, yet we have not had definite replies.
Perhaps we should write to them and ask them in general how to deal with the I.R. or intention to claim Income Tax whether it is the practice from Officer of the Colonial Service who are or have been detained in this country owing to shortage of shipping.
